Please note, this patch is meant to address known software issues for
Stratix V devices in the Quartus II software version 11.0. You should
not install any non-Stratix V patches on Quartus II software version
11.0 after installing this patch.

Issue 1:
--------
Problem:
Large Stratix V design stuck in fitter during placement optimization.

Solution: 
The problem is due to the fitter trying to re-route some control
signals to meet the minimum guaranteed delay. This patch disables
minimum guaranteed delay on control signals to the LAB for Stratix V.
This prevents the fitter from forcing re-routes on those connections
when they fail to meet their minimum delay.

Issue 2:

Problem: 
LVDS settings for 1250 Mbps and x8 serialization factor don't work in
Altera PLL.

Solution:
This patch fixes Altera PLL to allow all legal PLL output clock
frequencies to use in computation.

or must install the Quartus II 11.0 software before installing this
patch. Otherwise, the patch will not be installed correctly and the
Quartus II software will not run properly.
