When using PCI Express, can 32-bit addressing be used to access a 64-bit BAR?

Environment

Description

In the case of a 64-bit BAR that is up to 4 GB in size and located from offset 0 of the BAR, 32-bit addressing may be used where applicable. 

If the addressable range is greater than 4 GB in size, this will by definition span outside of 32-bit address space.  32-bit addressing will be unable to access this BAR.
